How do I purchase US Family Health Plan’s TRICARE Young Adult Program coverage?

First verify that you are still in the DEERS database. If you are, then you may complete an application for the TRICARE Young Adult Program at US Family Health Plan. You can download the application from this website. Mail your completed form to:

US Family Health Plan
PO Box 84985
Seattle, WA 98124

How much does US Family Health Plan coverage cost? When does coverage start?

The monthly premium for US Family Health Plan’s TRICARE Young Adult Program coverage is $201.

You can join US Family Health Plan at any time. When you lose your TRICARE Prime coverage you have 30 days to apply to USFHP to avoid a break in coverage. Just send in your application and a pro-rated monthly payment that is equal to $6.70 multiplied by the number of days left in the month, plus two months’ premiums: $402.

If you wait more than thirty days after you have lost your TRICARE Prime coverage, your coverage will start the 1st of the month if we receive your application and three-month payment ($603) in our office by the 20th of the previous month. If you are unsure about how much you should send in, please contact USFHP Enrollment Management at 1(888) 958-7347.

In either case, your initial payment may be made by check, money order, credit card or debit card. After the initial three-month payment, automated monthly debit payments are required from a savings or checking account or credit card.

Can my parents enroll me in the US Family Health Plan’s TRICARE Young Adult coverage?

No. The application must be signed by you—the young adult dependent. As part of the application process, you must attest that you do not have employer-sponsored health care, that you are not married and that you otherwise are qualified to purchase coverage.

Will I get a Family Health Plan (USFHP) enrollment card?

Yes. Shortly after you enroll, you will receive a USFHP member identification card that will have your unique member number. This card is your proof of US Family Health Plan coverage.

Where can I get care as a member of US Family Health Plan?

The US Family Health Plan network offers you more than 50 primary care physicians (PCPs). As a USFHP member, you can choose your own PCP from the provider network. Your PCP will arrange and coordinate all of your care and ensure your providers work together as a team to keep you healthy.

USFHP members can receive care at military treatment facilities only for life-threatening emergencies.

Where can I get my prescriptions filled?

Your US Family Health Plan coverage provides you with two options. You can order your prescriptions by mail or get them from a retail pharmacy:

  • The mail-order benefit is administered by Maxor and provides you with a 90-day supply. Generic prescriptions filled by mail order are free.
  • The retail benefit provides you with a 30-day supply. Prescriptions can be filled at most Pacific Medical Centers clinics or at select Bartell Drugs pharmacies in Snohomish County.

My sponsor is enrolled in TRICARE Retired Reserve or TRICARE Reserve Select. I am interested in the TRICARE Young Adult Program US Family Health Plan. Am I eligible for coverage?

Your eligibility depends on the status of your sponsor. If your sponsor is eligible for TRICARE Retired Reserve or Reserve Select, he or she is not eligible for US Family Health Plan. And so you are not eligible for US Family Health Plan. The only TRICARE Young Adult coverage you are eligible for is TRICARE Standard or TRICARE Extra.

I currently purchase individual TRICARE Standard Young Adult coverage. How do I transfer my coverage to US Family Health Plan?

You can switch your coverage from the TRICARE Standard Young Adult Program to US Family Health Plan at any time. All you need to do is submit the enrollment form.

Your automatic payments must also be switched to US Family Health Plan. Please note that there is a difference in premiums between the two programs.

I have coverage under my parent’s employer’s health insurance plan. Am I eligible for USFHP Young Adult coverage?

You may enroll in US Family Health Plan if you are not eligible for health insurance from your own employer. If you remain covered under your parent’s insurance as a dependent, your USFHP coverage will be secondary coverage. That means that USFHP will help you pay any deductibles and cost shares that you are responsible for under your parent’s insurance.

When does coverage end?

Your eligibility for coverage ends when one of the following events takes place:

  • You have your 26th birthday.
  • You get married.
  • You become eligible for insurance through your employment.
  • You become eligible for another TRICARE program.
  • You fail to pay your monthly premium when it is due.
  • You voluntarily submit a request to terminate USFHP.
  • Your sponsor loses eligibility for TRICARE coverage.

What happens if my TRICARE Young Adult Program terminates?

If you voluntarily terminate your coverage, you will be locked out of the program for 12 months. If you fail to pay your premium when due, you will be locked out of the program for 12 months. (Your premium payment is due no later than the last day of the current month for the next month’s coverage.) If you fail to pay the total premium amounts due and any fees due for insufficient funds, your coverage will be terminated. If you become eligible for or enroll in another TRICARE plan or employer-sponsored health insurance, the lock-out provision will not apply.

Rating is 42.8 percent above national average for satisfaction with health plans

WASHINGTON, D.C. (October 25, 2011) — The US Family Health Plan, a Department of Defense health care option available to military family members in six areas across America, has achieved a 2011 aggregate member satisfaction rating of 91.4 percent — 42.8 percent higher than the national average for satisfaction with managed care plans, compared to the 216 plans documented in the National Committee for Quality Assurance (NCQA) 2011 Quality Compass Report.

The independent assessment of 4,540 US Family Health Plan members by the Myers Group of Duluth, Ga., an NCQA-certified survey vendor, utilized the most widely used set of metrics in the managed care industry — the Consumer Assessment of Healthcare Providers and Systems (CAHPS ™) 4.0H Survey — to measure performance on key dimensions of care and service. Compared to members of the plans included in the Quality Compass, the US Family Health Plan members reported significantly higher satisfaction with customer service, claims processing, their personal doctors and specialists, how well their doctors communicate, the ability to get needed care, and get care quickly.

“These rating areas are among the key drivers of overall satisfaction with health care,” said David Bahlinger, executive director of analytics, research and development for The Myers Group. “Given that over the years, the US Family Health Plan has consistently exceeded the benchmarks in so many rating areas for the core population, including survey respondents of all ages, it’s no wonder their members continue to rate their satisfaction with the plan so highly.”

“Our high levels of member satisfaction, for 17 consecutive years, confirm that our beneficiaries appreciate the patient-centered care that the US Family Health Plan offers,” said Mary Cooke, chair of the US Family Health Plan Alliance. “The superior satisfaction ratings reflect not only our commitment to delivering innovative, quality health care every day to military families and retirees, but our lifelong commitment to these national heroes.”

Echoing these sentiments was Doris Sanders, a US Family Health Plan member from Houston, Texas, who said, “I’m in my sixties and this is the best health care coverage I’ve ever had. It has saved my life through an early diagnosis of breast cancer, for which I have had wonderful, caring treatment, and it has helped me experience optimum health.”

Joyce Raezer, executive director of the National Military Family Association, said, “The US Family Health Plan has delivered military health care to uniformed services family members of all ages for 30 years, a testament to its strength and stability. The Plan continues to distinguish itself as a high-quality health care program, and we applaud its ongoing, positive impact on military families.”

US Family Health Plan has been a TRICARE Prime option within the Military Health System for over 30 years. For more information about US Family Health Plan, visit www.usfhp.com.

New Prescription Drug Copayments Effective October 1, 2011

In August 2011, a change was made to the prescription drug copayments for all military health plans. This change was approved by the Assistant Secretary of Defense for Health Affairs. US Family Health plan members' prescription drug copayments will change effective October 1, 2011.

The new copayments are listed in the chart below:

Prescriptions filled by mail order will have lower co-pays than those picked up at a local pharmacy. If you are not using mail order now, talk to your local PacMed pharmacy. They can help you move your prescriptions to mail order so you can save money.

Generic drugs will cost much less than brand name drugs—in fact, generics will be free by mail order. If you are not currently taking generic drugs, ask your doctor if a generic would work for you.

Here is an example of how much you could save by using generics at mail order:

You may be able to save money on your medications. If you are refilling them at a local pharmacy (including PacMed pharmacies), ask about moving them to mail order. At your next doctor’s visit, ask if a generic drug could replace a brand drug you are currently taking.

Because of our commitment to you, our beneficiaries, as well as to quality, sustainable health care, we want to make you aware of a provision in the proposed Defense Department budget for Fiscal Year 2012 that if implemented would impact future US Family Health Plan beneficiaries.

As we currently understand it, the proposal would not impact current US Family Health Plan members. For future members, it would terminate their eligibility to participate in the US Family Health Plan program upon reaching age 65. Since the proposal would require a change in the current law, it would need to be debated and passed by Congress to take effect.

US Family Health Plan leaders are in the process of reviewing the proposal, and will be monitoring it closely as it is considered by Congress. We are concerned about the impact this proposal may have on our ability to provide high-quality care to all of our beneficiaries throughout their lives. We believe Congress shares this concern, we will be sure that Congress is informed about and understands these concerns, and we look forward to working with Congress on this important issue.

US Family Health Plan continues to be the highest rated health care plan in the military health system, with 91% of members reporting high satisfaction, 45% higher than the national average of health plans. We believe, as the President has said he does, that Americans who like the health care coverage they have should be able to keep it.

The proposal, as stated, would not save the government any money. It would simply shift most of the cost of the health care for beneficiaries aged 65 and over to Medicare.

As we have done over the entire 30-year history of our program, we will continue to be advocates for all of the military families and retirees we proudly serve through our longstanding focus on high-quality health care, access and superior customer service.

Please contact your plan directly with any questions or concerns.

WASHINGTON, D.C. (11/30/2010) - While America continues to seek solutions to the need for low-cost, high-quality healthcare, a storied history of delivering patient-centered care to uniformed services families has helped garner exemplary member satisfaction ratings year after year for the US Family Health Plan. The plan, administered by selected community-based hospital and physician networks through agreements with the Department of Defense, has achieved a 2010 aggregate member satisfaction rating of 91 percent: a full 28 points higher on a 100-point scale than the national average for satisfaction with health plans. That’s when compared to the 224 plans documented in the National Committee for Quality Assurance (NCQA) 2010 Quality Compass Report.

Based on the report, 62.7 percent of health plan members nationally report high satisfaction with their plans (rating them an 8, 9 or 10 on a scale of 1-10). By contrast, a whopping 91 percent of US Family Health Plan members report high satisfaction with their plan.

The independent assessment of 4,781 US Family Health Plan members utilized the most widely used set of performance metrics in the managed care industry to measure performance on important dimensions of care and service. Known as the Consumer Assessment of Healthcare Providers and Systems (CAHPS®) 4.0H Survey, it assesses member satisfaction in areas such as claims processing, customer service and getting needed care quickly.

“The US Family Health Plan’s national member satisfaction scores once again exceed the benchmark in all rating areas for the core population, including survey respondents of all ages,” said David Bahlinger, director of analytics and research for The Myers Group of Snellville, Ga., an NCQA-certified HEDIS survey vendor that administered the study of the health plan members. “Compared to the Quality Compass, US Family Health Plan members report significantly higher satisfaction with customer service, claims processing, how well their doctors communicate with them, the ability to get needed care, and get that care quickly.”

The US Family Health Plan, a comprehensive healthcare plan, offers the full TRICARE Prime benefit to more than 100,000 military beneficiaries, including active-duty family members, activated Guard and Reserve family members, and military retirees and their family members, including those aged 65 and over.

“TRICARE is pleased to offer military beneficiaries the option of US Family Health Plan,” said Rear Adm. Christine Hunter, deputy director of the TRICARE Management Activity. “With its high satisfaction, US Family Health Plan is enhancing the patient experience of care, a key element of our Quadruple Aim strategy in the Military Health System. The high member satisfaction marks that US Family Health Plan consistently receive reflect their dedication to exemplary patient care.”

Mary Cooke, chairman of the US Family Health Plan Alliance, said, “We are committed to delivering high value to military beneficiaries and to the DoD by focusing on the needs of our members and engaging them in programs aimed at staying healthy. While we provide intensive disease management services to our members with multiple or chronic health conditions, through wellness and prevention programs, our goal is to inspire and engage our members to live healthy lifestyles today, and minimize their chances of developing chronic conditions years down the road. We’re proud that, for 16 years in a row, our members have validated through independent surveys that they are highly satisfied with their healthcare. But it’s never been about survey results for us — it’s about the people. We believe our military families deserve the best care we can provide — it’s that simple.”

The US Family Health Plan is distinguished by its thousands of network doctors and hospitals, low cost, lack of deductibles, free preventative pediatric care, free annual physicals and in most locations, after-hours telephone access to healthcare providers. Enrollment in the Plan is offered in the following hospital and physician networks:

In its effort to provide improved care and treat chronic conditions more aggressively, US Family Health Plan at Pacific Medical Centers uses case management and disease management programs to ensure that Plan members – especially members with chronic conditions – have access to personalized health information, assistance and advice. These programs are available at no additional cost to USFHP members.

The case management program is staffed by RNs who are assigned to specific clinics. Case management nurses can educate you about your illness, review and clarify your treatment protocols, help you manage self-care and recommend community resources. They also work with your doctor to coordinate care among referred specialists and outside providers. The disease management programs are focused on diabetes and cholesterol conditions, as well as a pharmacy review program.

In the past, patients with chronic conditions generally were not taught how to care for their own illnesses. USFHP believes these healthcare management programs are valuable tools that help Pacific Medical Centers do a better job of meeting our members’ healthcare needs and help you achieve optimal health.

Our network includes more than 150 primary and specialty care providers at convenient Pacific Medical Center locations. We also provide care through a network of the area's leading specialists and medical centers.

Please use our Physician Search to find the right doctor for you.

Select a Primary Care Provider.

The first and most important decision each member must make is the selection of a PCP. Each enrollee in your family should select a PCP with whom he or she is comfortable. Family members do not need to select the same PCP, and their selections may be changed upon request.

You may choose a Family Practitioner (Family Practice), Pediatrician, Internist (Internal Medicine), Physician Assistant (PA) or Nurse Practitioner as a PCP. To find a PCP click here. Select a Primary Care Provider and then select the clinic you wish to visit. Next, select the primary care specialty and view the profiles of the PCPs in the clinic.

Definition of PCP Specialty

Family Medicine: Care for all individuals. At the heart of this specialty is the patient-physician relationship. Family Medicine practitioners cover all areas of a family’s health and wellness, including care for children, women and men, plus gynecology and aging issues. These specialists provide a medical home to their patients, looking out for overall health of the entire family by knowing them as a whole. They are also responsible for the coordination of any specialty care the patient may need.

Pediatrics: Care for children. When it comes to the health and well-being of children, we combine warm compassionate care with the knowledge that comes from advanced training and experience. Pediatric patients are rapidly growing and changing and these specialists care for them in a thoughtful and concerted way to meet their ever-changing needs. From infancy or any stage of childhood, our pediatricians will follow the development of your child and work with you to ensure the optimal health and well-being of your family.

Internal Medicine: Internal medicine physicians are experts in adult healthcare. Sometimes they are referred to as "internists" or "general internists." They have had extensive training in the prevention and treatment of adult diseases, both chronic and acute, and provide care for patients from their late teenage years and on.

Because of their specialized knowledge, internal medicine physicians are often called upon as consultants to other physicians to help solve complex or puzzling diagnostic problems. They are trained to deal with any issue a patient may have from preventive care and common disorders to chronic disease. And although they are primary care providers, they do not treat children or deliver babies, or perform surgeries, as family and general practitioners do. Some internists are additionally trained and board-certified in specialties. For example, an internal medicine physician may be certified in cardiology or geriatrics. Internal medicine physicians are also good at unraveling diagnostic "knots" and treating patients who have several chronic illnesses at one time.

Active-duty family members FAQ

How much does US Family Health Plan (USFHP) cost?
For an active duty family member US Family Health Plan is free, you pay no enrollment fees.
I am covered through my employer’s plan. Why should I join USFHP?
Among other reasons, cost. If you are paying anything out of your paycheck for your healthcare costs, US Family Health Plan is a better deal since it is free. Also, USFHP can supplement the high-deductible health plans common in the marketplace today and help pay your deductibles and cost shares if the claim is for a covered expense under TRICARE.
What’s the difference between TRICARE Prime and US Family Health Plan?
Your covered benefits under US Family Health Plan are the same as TRICARE Prime. The major differences are in how your TRICARE Prime benefit is administered and delivered. For instance, with US Family Health Plan, you will receive same-day primary care appointments and specialist referrals without paperwork or referral authorization delays. With USFHP you will always be referred to our network of civilian specialists.
What additional advantages and features does USFHP offer?
In addition to a fully covered annual eye and annual physical exams, USFHP members receive discounts on an array of health services not covered by TRICARE, including fitness club memberships, eyeglasses, nutritional supplements and nutrition counseling, and access to complementary alternative health providers like chiropractors, massage therapists, acupuncturists and naturopaths.
May I use a military treatment facility (MTF) while enrolled in US Family Health Plan?
US Family Health Plan provides you with all civilian providers—all the time. You may not use a military treatment facility while enrolled in US Family Health Plan, unless you have a life-threatening medical emergency and the MTF is the closest medical facility.
When can I join, and when will my coverage start?
You can join US Family Health Plan at any time; enrollment is always open. For an active duty family member who is already covered under TRICARE Prime, coverage will take effect the day your application is processed; otherwise, your coverage begins on the first day of the month if we receive your application by the 20th of the prior month.

Military beneficiaries with Medicare Part B FAQ

How much does it cost?
Coverage is free to anyone enrolled in Medicare Part B
Is US Family Health Plan separate from TRICARE or part of TRICARE?
US Family Health Plan is one option under TRICARE. As a US Family Health Plan member you receive all the benefits offered by the TRICARE programs, plus additional advantages and features at no extra cost.
I am covered under TRICARE for Life. What’s the difference?
Once you become a US Family Health Plan member your care will be guided by a Primary Care Physician and a nurse practitioner that function as your personal-care managers. This arrangement provides you with a team of highly qualified healthcare professionals who coordinate your care and advocate for you to make sure you get all the care and services you need to remain healthy and independent. USFHP takes a pro-active approach to your health care and emphasizes disease prevention.
Why should I change from TRICARE for Life when I can go anywhere I want for care?
Most people want freedom of physician choice so they can access the best quality of care available, but not all doctors accept Medicare reimbursement. Pacific Medical Center provides you with an assurance of quality by individually selecting the physicians who practice within its medical group (100% are board Certified). Additionally, Pacific Medical Center’s providers are reviewed annually to ensure quality is maintained. Our goal is to provide you with all the health care services you need from physicians who are top in their fields and who will never turn you away because of your insurance.
How long is the enrollment commitment?
There is no long- term commitment to stay enrolled in USFHP. If for any reason you terminate your enrollment, your TRICARE For Life coverage is automatically and immediately activated if you have Medicare Part B.
Do I need Medicare Part B to enroll in US Family Health Plan?
No, unlike TRICARE for Life, Medicare Part B is not a requirement to become a US Family Health Plan member, but selecting Medicare Part B will eliminate your enrollment fees and office visit and hospital co-payments. Although we highly recommend Medicare Part B enrollment, if you do not enroll in Medicare Part B, you can still be enrolled under the TRICARE Prime benefit with USFHP.
What additional benefits does USFHP offer?
USFHP members have no paper work and receive same day primary care appointments, fully covered annual physical and eye exams, and no “spell of illness” benefit limitations for hospitalization or skilled nursing care. There are also no deductibles or cost shares for out of country coverage.
US Family Health Plan members receive benefit enhancements not covered by TRICARE like discounts on eyewear, chiropractic care, massage therapy, acupuncture, naturopathic care, nutrition supplements and nutrition counseling.

Military retirees without Medicare Part B FAQ

How much does US Family Health Plan (USFHP) cost?
Click here to see costs and fees.
I am covered through my employer’s plan. Why should I join USFHP?
Among other reasons, sticker shock. If you are contributing from your paycheck more than $260 annually for yourself or $520 for your family, US Family Health Plan is a better deal. The comprehensiveness of coverage offered by USFHP compares very favorably against the high-deductible health plans common in the marketplace today. Even if you are not contributing anything towards your employer sponsored health insurance, US Family Health Plan will help pay your deductibles and cost shares if it is for a covered expense under TRICARE.
I am currently covered under TRICARE Prime. What’s the difference?
Your covered benefits under US Family Health Plan are the same as TRICARE Prime. The major differences are in how your TRICARE Prime benefit is administered and delivered. For instance, with US Family Health Plan, you will receive same-day primary care appointments and specialist referral authorization without any red tape or delays.
What additional advantages and features does USFHP offer?
In addition to a fully covered annual eye and annual physical exams (rather than every 24 months with TRICARE Prime), USFHP members receive discounts on an array of health services not covered by TRICARE, including fitness club memberships, eyeglasses, nutritional supplements and nutrition counseling, and access to complementary alternative health providers like chiropractors, massage therapists, acupuncturists and naturopaths.
I am a retiree. What if I have already paid my TRICARE Prime fees?
If you have already paid your TRICARE Prime enrollment fees, we will coordinate with TRICARE to have them credited to your USFHP membership.
May I use a military treatment facility (MTF) while enrolled in US Family Health Plan?
You may not use a military treatment facility while enrolled in US Family Health Plan, unless you have a life-threatening medical emergency and the MTF is the closest medical facility.
When can I join, and when will my coverage start?
You can join US Family Health Plan at any time; enrollment is always open. If you are an active duty family member or a retiree who is already covered under TRICARE Prime, your coverage will take effect the day your application is processed; for others, your coverage begins on the first day of the month if we receive your application by the 20th of the prior month

US Family Health Plan Prescriptions

Getting your prescriptions filled through US Family Health Plan is convenient and easy. As a USFHP member, you can obtain a 30-day supply of your prescription medication at seven of our eight clinics. Members who use the Lynnwood Clinic can get their prescriptions filled at their local Bartell Drugs. Mail-order prescriptions are even easier — you can save money and time by obtaining a 90-day supply of your prescription medication for just one co-payment if you use Maxor Mail-Order Pharmacy.

How do I transfer my prescriptions to the US Family Health Plan prescription program?

Once you have enrolled in US Family Health Plan, make an appointment with your new primary care provider. Bring your existing medications with you and have your provider re-write them for a US Family Health Plan participating pharmacy.

How do I get my prescriptions filled through the Maxor Mail-Order Pharmacy?

Your physician will fax your long-term medications to the Maxor Mail-Order Pharmacy. You will simply need to call Maxor when it is time to refill your prescription. Maxor mail order has been designed to deliver prescriptions within 10 days of ordering a refill. Click here to download and print the Mail Service Request Form. You can speed things up initially by making a one-time phone call to Maxor to ensure the address you want medications shipped to is correct and to set up auto-payment. When refilling a prescription from mail order, simply phone in your refill request two weeks prior to running out of medication.

How do I obtain prescriptions when I am traveling?

Maxor Mail Order Pharmacy will be happy to mail your prescriptions anywhere in the United States. If you obtain medications in connection with an urgent or emergency visit, forward your receipts to US Family Health Plan. You will be reimbursed for the amount you paid, minus your applicable co-payments.

Can I continue to have my prescriptions filled at a Military Treatment Facility?

Once you join US Family Health Plan, you’ll no longer be able to have your prescriptions filled at a Military Treatment Facility (MTF). However, the Maxor Mail-Order Pharmacy and Virginia Mason Pharmacies are able to fill periodic or urgent medications rapidly, saving you from a potentially long wait at an MTF.

Uniformed Services Family Health Plan (US Family Health Plan) at Pacific Medical Centers today announced a member-satisfaction survey that gives it one of the highest rankings in the United States and reveals its members as among the most loyal nationwide. The recent, independent survey of members gave the Plan an 88.8 percent overall satisfaction rating, well above the national average.

US Family Health Plan (www.usfhp.com), a national health plan for military families, is offered in six regions around the country, including Washington State’s Puget Sound area. The Plan delivers care in King and Snohomish counties through Pacific Medical Centers to dependents of active-duty service men and women, activated reservists and National Guard members, and military retirees and their eligible family members. Sponsored by the Department of Defense, US Family Health Plan is celebrating 25 years of serving uniformed services personnel.

US Family Health Plan members’ 88.8 percent overall satisfaction rating is 23 percent higher than the national average for satisfaction with health plans as reported by the National Committee for Quality Assurance (NCQA) in its Quality Compass 2006 Public Report. The report, designed to provide health plans with comparative information on the quality of managed care plans in the United States, includes data from 253 commercial adult plans that chose to release their results publicly. Rated on a scale of zero to 10 (with 10 as the highest rating), 88.8 percent of US Family Health Plan members at Pacific Medical Centers rated their overall satisfaction with the Plan as 8 or higher. “Additionally, the survey identified our members as among the most loyal health plan members in America, meaning that they’re satisfied with the Plan, do not intend to switch to another plan and are willing to recommend the Plan to family and friends,” says Kate Ryan, vice president, US Family Health Plan at Pacific Medical Centers. “The analysis showed that 78.2 percent of all of our respondents, and 85 percent of those age 65 or older, can be categorized as loyal. The national percentage for loyalty is 43.7 percent.”

The satisfaction of US Family Health Plan members at Pacific Medical Centers with 1) their health plan, 2) their ability to get care quickly, 3) their physicians and 4) the doctor’s office staff with whom they interact through the network all rank in the ninety-ninth percentile nationally. Members also continue to report high satisfaction with claims processing, customer service and the timeliness in which they receive resolutions to problems. Survey results show that for 12 consecutive years, US Family Health Plan members at Pacific Medical Centers have been among the most satisfied health plan beneficiaries in the United States.

The survey was conducted by The Myers Group of Snellville, Ga., an NCQA-Certified Health Plan Employer Data and Information Set (HEDISÒ) Survey Vendor, using the Consumer Assessment of Healthcare Providers and Systems (CAHPSÒ) 3.0H survey methodology. Developed jointly by the Agency for Healthcare Research and the NCQA, the CAHPS 3.0H survey is the most comprehensive tool available for assessing consumers’ experiences with their health plans.

Program improves coverage availability for military beneficiaries in under-served markets

US Family Health Plan today announced the implementation of several strategies that improve the availability of health care options to military beneficiaries. The Plan finalized the augmentation of services in several geographic areas, instigated new operational improvements and completed key renovation efforts to answer the needs of active-duty personnel, retirees and their eligible family members. "These improvements exemplify US Family Health Plan's ongoing commitment to provide exceptional health care," said Marshall Bolyard, current chairperson for the US Family Health Plan Alliance. "We are dedicated to continually seek ways to improve and serve our military beneficiaries because our military families have earned this with their service." Last year, each of the six US Family Health Plan programs received high member satisfaction ratings and experienced marked operational improvements. Of the six programs, five improved access to health care services to address the growing demands from beneficiaries. At Martin's Point Health Care, based in Portland, Maine, the Plan reach was extended to cover three new market-areas including Nashua, Keene and Lebanon, NH. In these areas, the Plan contracted with Dartmouth-Hitchcock to augment the physician and hospital networks offered by Martin's Point to Plan members.

Brighton Marine Health Center, with headquarters in Boston, contracted with RiverBend Medical Group to provide local access to US Family Health Plan benefits for the thousands of military families and retirees in western Massachusetts near Westover Air Reserve and Barnes Air National Guard Bases. The RiverBend Medical Group has locations in Springfield, Chicopee, Westfield and Agawam, MA. US Family Health Plan eligibles in these areas will have access to TRICARE Prime benefits and special value-added benefits such as chiropractic care, massage therapy, and discounts on eyewear and fitness centers.

"US Family Health Plan is available through some of the Nation's top health care systems. It is our goal to continue to augment our reach and offer our military families and retirees access to world-class care closer to home," said David Chicoine, the executive director of the Brighton Marine program. Pacific Medical Centers (PacMed) is also increasing members' hospital choices with the completion of an agreement naming Virginia Mason the preferred hospital provider for Pacific Medical Centers. Virginia Mason Medical Center is an award winning hospital and recently received the 2004 Distinguished Hospital Award for Clinical Excellence, placing them among the top five percent of all acute-care hospitals in the nation.

The Saint Vincent Catholic Medical Centers, serving New York, New Jersey southern Connecticut and eastern Pennsylvania, completed two key initiatives including the phase one renovation to its ambulatory care site at Mitchel Field and the expansion of its physician network to approximately 6500 providers. Renovations to the Mitchel Field ambulatory care site greatly improved the patient reception and administrative areas, allowing for greater patient privacy and more efficient use of space. A Maxor satellite pharmacy also moved into the building, giving US Family Health Plan members one-stop access to all of their medical services and prescriptions.

Recently, Johns Hopkins completed some important initiatives including: a renovation project at the Wyman Park practice; an expansion at the Odenton practice; and the phase II ground breaking of a new two-story multi-specialty and primary care practice in White Marsh, Maryland, which will double the practice's existing space. At the Odenton facility, which is close to the Ft. Meade Army base, the pediatrics practice was enhanced to handle the demand from the active-duty families in the area. At Wyman Park, the former US Public Health Hospital, the internal medicine, OB/GYN and pediatrics areas were renovated and updated with new computer systems.

The new, conveniently located White Marsh practice will offer primary care from Johns Hopkins Community Physicians throughout the entire second floor of the new building. The White Marsh practice, to be completed by June, will feature a number of new services including access to specialists in geriatrics and orthopedics, as well as plastic and reconstructive surgery. US Family Health Plan members will have greater access to the world-renowned Wilmer Eye Institute at the White Marsh facility.

"At Johns Hopkins, we are very excited to see all of these new developments and operational milestones come to fruition for our US Family Health Plan members. With the addition of newly renovated facilities and improved services, our members have more convenient access to state-of-the-art medical care," said Mary Cooke, senior director at the Johns Hopkins Program.

Testimonial and national survey results demonstrate members'satisfaction with the Health Plan

US Family Health Plan today reports 2003 member satisfaction ratings of 88 percent, which for the tenth straight year, is significantly higher than the national average for health plans as reported by the National Committee for Quality Assurance. Demonstrated by member testimonials and the latest survey results, US Family Health Plan remains a viable and stable TRICARE Prime option available to families of active-duty military, retirees and their eligible family members across the United States.

Withstanding national declining trends among HMOs, US Family Health Plan 2003 satisfaction ratings are the highest in the Plan's 10-year history and almost 27 percent higher than the national average and 21 percent rating higher than other government-sponsored military options.

Long-time member and wife of military-retiree, Edith Personette cites the Plan's doctors, home health option and rehabilitation coverage as the primary reason for satisfaction with US Family Health Plan.

"The excellent medical care received during a recent serioUS illness in my family was beyond my highest expectations," said Edith Personnette, US Family Health Plan member. "Our doctor has been extremely attentive and the availability of home-health options were critical for recovery. We are very happy and will continue to stay with our plan. Whatever need we've had, we have been covered by the US Family Health Plan."

In the satisfaction survey, members rated their overall satisfaction with the health plan USing a scale ranging from zero to 10, 10 being the highest satisfaction rating. Nearly 88 percent rated their overall satisfaction with the plan as an 8 or higher on a 10 point scale. Nearly 86 percent rated their primary care providers an 8 or higher and nearly 90 percent are extremely satisfied with the care they receive through the US Family Health Plan. These ratings are significantly higher than the national average of satisfaction for HMOs, which report only 62 percent of members rate their overall satisfaction with plans eight or higher on a 10-point scale.

US Family Health Plan serves its more than 90,000 members from six geographic service areas in the United States through affiliated hospitals and health care systems. Member satisfaction is attributed to the organization's history of providing care for military eligibles; prescription benefits; on-site US Family Plan Patient Advocates in each region; 24-hour access to registered nurses; preventative health and disease management enhancements and home-health options.

"Serving our members' needs is at the core of our Health Plan philosophy," said David Chicoine, current chairperson for US Family Health Plan Alliance. "Our military and their families deserve the best coverage available—and personalized care is the key to our member's satisfaction. We believe that our membership grows stronger becaUSe our Health Plan offers consistency in care, excellence in service and options that people really need. These are qualities that are almost absent in our indUStry today.”

The survey was conducted by Market Street Research of Northampton, MA. Member satisfaction results were determined by a range of plan-related issues gathered through the survey including coverage, benefits, plan administration and cUStomer services¾as well as the quality of health care members receive.
